Planning Process for Urban Watersheds
PHASE I
Phase One involved assembling documentation, evaluating potential opportunities for incorporating LID into redevelopment initiatives, developing initial strategies to achieve targets prescribed in the AWI, and formulating a strategy for demonstrating a model planning process for LID retrofit master plans in urban areas. Developing a master plan that integrates sustainable stormwater management techniques into new and redevelopment projects at the design stage allows for a dynamic opportunity to maximize the impact of LID retrofits and the fundamental activities included:
A. Initial Site Visits Visited site and performed “windshield survey”. B. Defined Scope, Strategy, and Plan of Action Held team meetings to discuss the scope of the project and define specific goals and objectives. Developed a strategy to meet the goals and objectives. C. Developed Community Outreach Strategy Met with the Anacostia Watershed Society (AWS) and AWS Community Liaison to define roles and responsibilities, strategies, and plan of action. D. Developed Planning Strategy with DCOP Met with the DCOP to discuss the unique project goals; Developed ways to collaborate and integrate the project activities into the AWI goals and objectives. E. Collected Documentation Collected sewer maps, GIS information, aerial maps, Pictometry photos, and topographic layers for the Anacostia area; Collected planning documents. F. Identified Public and Private Initiatives Reviewed Planning documents to identify public and private initiatives within the Anacostia area as well as comprehensive redevelopment projects associated with the AWI. G. Synthesized Data Compiled development initiatives into Excel spreadsheet. H. Developed Timeline/Schedule Developed a schedule to meet specific goals and objectives. I. Defined Project Deliverables Developed a list of project deliverables (reports); Developed interim deadlines. J. Developed Draft Outline Prepared a draft outline for the project; Identified roles and responsibilities for authorship. K. Project Deliverable Prepared Phase One Report.
