Planning Process for Urban Watersheds
PHASE II
The focus of Phase Two included continued development of specific targets to meet project objectives, further development of the organizational structure and outline of the Final Report, project assignments, scheduling, facilitation of community outreach efforts, reassessment of outreach strategies, test and evaluation and design modifications to the Field Evaluation Tool. Additionally, the boundary of Outfall 006 was redefined, resulting in minor modifications to project action plans, technical assessments, master planning, and community outreach.
The activities for Phase Two included: A. A. Compiled GIS Documentation Compiled GIS data, layers, and aerial photos into ArcView; Developed preliminary project graphics/documentation. B. Stormdrain and Sewershed Analysis Analyzed sewer maps and evaluated drainage areas; Identified potential critical areas and hot spots (according to land use, topography, and sub-drainage areas) C. Developed Field Evaluation Tool Developed a Field Evaluation Tool in ArcPad; Practiced using Tool in the field. D. Developed Community Outreach Materials Created community outreach materials (logo, flyers, brochures, presentations, surveys) E. Community Outreach Advertised, coordinated, and held community outreach meetings, neighborhood walks (tours), and clean-up days; Collaborated with DCWASA, DOH and DCOP. F. Attended DCOP “Transforming DC” meetings Attended DCOP community outreach meetings that presented AWI transportation and redevelopment initiatives. G. Detailed Site Assessment and Analysis Visited site with the Team (LID Center and AWS); Collected field data using the Field Evaluation Tool; Photo-documented hot spots and critical areas. H. DC Agency Collaboration Discussed with DOH and DCWASA to determine most effective LID applications in Sewershed; Discussions to define priority sites eligible for 319 grants. I. Re-evaluated Scope, Strategy, and Plan of Action and Outreach Efforts Held team meetings to evaluate our outreach approach, redefine our goals and objectives, and revise outreach strategies. J. Re-Evaluated GIS Data Re-evaluated GIS data to determine the socio-economic composition of the community; Determined owner-occupant status of neighborhood residents. K. Prioritized Sites Determined high-priority sites for LID applications at the block level (Commercial properties; roads/alleys/parking lots; light-industrial areas, residential). L. Developed Implementation Strategies Determined most effective implementation strategies and “low hanging fruit” for commercial and residential properties. M. Project Deliverable Prepared Phase Two Report; Revised Final Report Outline.
